From what I dug up, there is a Debian Jessie package but needs some dependencies. I installed it successfully but it didn't not show up in the "Add applet to panel" settings.

Yeah, I won't mess around with changing the start menu. I know this is off topic, but do you know how to change the kickoff menu icons? For example, I want to change the recent tab to a different icon, or the leave icon to something else. Sorry to waste your time, I'm a complete noob to all this. Thanks for all your help.

cc is right.  XPQ4 with Luna selected is best choice.   I will work on a tutorial over the next few days and post here.

About that "start" button, was the green button background custom? If that was, that's awesome. Also, will I still keep the panel background  the XP luna image like this shown below?

The two destops under - THIS IS XPQ4  using the "XP Luna" option: 

are 100% configured via TDE Menu & taskbar settings.  The windows logo to the left can be changed too.

I'm under the weather and behind on some work. I'd install the XPQ4 application and switch it to Luna as most of its already done.

If you have any questions I'll be here off and on for next 2 days.

cc, Final update to my wicked Avatar is also my Final logo code name, "Q4 Live".  the internal outline is a ghost fashioned similar to LinPin smile

I know its plain Jane stuff but, when I get a few extra bucks I see if I can get it "Professionally Remastered".

I tried for a long time last night to increase the Menu Icon and it can only be done when you increase all taskbar icon size. Some discussion on web that if you do change it in the Theme files, you have to do this for every Theme but, I have not verified if its possible at all.

Right click Taskbar --> Configure Panel --> click Appearance (left side) --> Under General place check mark in "Enable icon mouseover effects" = Apply or Ok

If you enable "Enable icon activation effects" = when you click on a Desktop icon flashes larger for a second for a cool launch indication.

I have been working on that for a week now. have not found out. I hear the secret location is on a list under the Q4OS lead developers pillow smile

Seriously though, I have been looking for how to change. It did change once with a theme change so, it must be in Trinity /opt/....  I take a look at it again tomorrow. 

I do want to thank you @ThisGuy1996 as if you had not asked about modiding the Start button I would not had found the ability to add text to it. It was obvious as heck too.  Now I will brand every Linux boot that I have, pure, basic, desktop, MyLiveOS Lite, Systemback, Q4 Live, and on and on.
