I'm having to go from memory here (haven't installed from Windows in a long time) but is there an uninstall or remove option from the Windows installer? That is if you run the installer again (from Windows) does it give you this option?

I just installed Q4OS for Windows and rebooted (back into Windows) and ran the installer again and it has to remove the previous installation first (after you confirm) and then if you do not want Q4OS from windows installer you click cancel and it will finish, the result is bootloader entries removed and the Q4OS installation is also removed.
So the short answer is yes it can

Is it possible to "upgrade" to latest test version?

No, we don't recommend to do Scorpion > Centaurus upgrade, although you could try to follow a common Debian Stretch > Buster upgrade instructions on your own. You should do Q4OS 3 Centaurus clean installation, https://www.q4os.org/downloads2.html

I understand.
It's already a pretty good thing to have a kind of WUBI installer with a solid distro to work with!
