You need no fresh install, see "We are currently pushing all the updated packages into the Q4OS repositories, and the upgrade for existing Q4OS users will be handled by an automatic update process." from the announcement.

It's Debian.

You can read on our front page:
Q4OS goal is to provide long-term supported system receiving security updates. This is exactly what Debian base guarantees. There could be a few exceptions including Q4OS native tools, that don't belong to the essential system core.

Q4OS is the easiest way to get a fast Debian install, without the minor difficulties, that come with a Debian install, plus you get the added Q4OS features.

Regardless of this, I still prefer to have Q4OS branding versus all the stock Debian themes.

Yes, we include Debonaire/light and Darkonair/dark themes.
