I do believe that i read somewhere if it was Orion it was not possible but scorpion was.

I haven't used Orion in a while but Kodi 17.1 is in Scorpion repository (and deb-multimedia) but you could first check to see if it is available from the backports repository by typing
apt-cache policy kodi
in a terminal and it will tell you if it is.
If there is a newer version available from backports you would have to install it specifically as backports will not install by default, you could do this with the command
sudo apt-get -t jessie-backports install kodi

Dai, tks for the commands. I believe I will just stay at the version 16.1 for I have no other option plus this version is just fine. Per the command you listed
root@q4os-desktop:~# apt-cache policy kodi
kodi:
Installed: 16.1+dfsg1-2~bpo8+2
Candidate: 16.1+dfsg1-2~bpo8+2
Version table:
*** 16.1+dfsg1-2~bpo8+2 0
100 http://ftp.debian.org/debian/ jessie-backports/main amd64 Packages
100 /var/lib/dpkg/status
root@q4os-desktop:~#
As you can see there is no other option. The
deb-multimedia
That is where i had a issue and you suggested I comment that out. I believe krypton may be in that one but it has unmet dependencies so it throws errors when you make the attempt. Besides 16.1 I can use the tvheadend pvr and stream live tv thu the old version. It works on Krypton also if you can build the tvheadend progam in other debian OS too.

Probably a wise choice although Scorpion is very close to being the stable version and that would give you 17.1 if you wanted it.
dai@scorpionmain:~$ apt-cache policy kodi
kodi:
Installed: (none)
Candidate: 2:17.1+dfsg1-3
Version table:
5:17.4-dmo1+deb9u1 100
100 http://www.deb-multimedia.org stretch/main amd64 Packages
100 http://www.deb-multimedia.org stretch/main i386 Packages
2:17.1+dfsg1-3 500
500 http://ftp.debian.org/debian stretch/main amd64 Packages
As you can see it is in the main repo for stretch.

May I ask what is the link for
scorpion
and can it be a permanent install? When I downloaded this I though it was the latest OS.
Only real problem I have of now with QT4 is either in browser or kodi and also when i am viewing live tv thru vlc "which i did see a fix for that in settings of vlc" the video will freeze until I move the mouse then the video catches up. Audio is never out always up to date. Other Versions of Debian meaning Debian9 or kde5 i do not have that problem.

Download page for Scorpion can be found here, as to the video freezing I haven't noticed any myself, but I've been using scorpion so maybe it isn't affected.
EDIT:
and yes it can be a "permanent" install
