Tried to load up a ~700 kB (PNG) screenshot of my appreciated old-school Win200/XP lookalike desktop - but that failed. Is the attachment too large?

Yes it's too large, you can use one of the many free image hosting sites to hold your images and then use the link (usually provided) to post here.
One host I use is imgur but there are many more available.

I had to "borrow" a top panel from XFCE4 because I couldn't configure a top panel from TDE. The config process always wanted to configure the bottom one, even when I right-clicked the top one.
