I'm sure it wouldn't be too much of a task to include an option in the install, but I guess it wouldn't be too much of a hardship to set it afterwards either really, although I haven't looked into how to force it at boot time (one way or the other).

Obviously if one is restoring a splendidly backed up config then it's no big deal. It's just the sheer faff of having to go down the kcmodules --unlock route just to set something as simple and divisive as this. Time for a referendum?????

No need of 'kcmodules --unlock', you can set the NumLock option this way:
Control panel -> Peripherals -> Keyboard -> NumLock on KDE startup -> set Off

R.e. Numlock on or off.
I have found this option in Control Centre -> Peripherals -> Keyboard and as you can see it should enable / disable numlock as you wish.

Searching for some clues on the shutdown/reboot issue I am seeing with kernel 4.9.x revealed that there are some posts on the debian mailing lists from others with the same problem. Various solutions to the problem centre round different commands to shut down a machine.
None of these work on either Scorpion - which I have now dropped - or Orion with the 4.9.x bpo kernel.
With 4.9 my laptop now shuts down or restarts again normally from gui or using shutdown -h/-r now. Oddly, reboot still doesn't work.
