If a put this JPEG file on the desktop, the thumbnail does not load. Does anyone know why, and if I can fix this? It seems to happen with a bit larger JPEGs.

There is a limit on file size for showing thumbnails when hovering over an image file (which I think is what you mean), it seems to set at around 1mb and your file is 1.5 so that's the reason it's not showing. I am not sure how to set it higher though, maybe the team can help on that.
EDIT: I found the option, go to the Menu -> Settings -> Control Centre and then select TDE Components -> File Manager -> Previews & Meta-Data and use the Maximum File Size slider to set the size limit to suit your preference, click apply and try it again.

If you put an image on your desktop, there should be an icon/thumbnail which acts as a tiny preview for the picture. I didn't mean hovering over a file.

If you have no preview icon at all on your desktop you can enable it in Menu -> Settings -> Control Centre and then select Desktop -> Behaviour -> File Icons and put a check mark next to images.
