When _removing_ packages using the software centre is the process completely reversed i.e. removing every file / setting?

No, it will remove the application and dependent packages, it will try to keep all settings made by users. Nonetheless, some dependent packages must not be uninstalled, as these could be referenced by another previously installed packages as recommended.

OK say for example I install Chromium Browser. I test it for say 5 minutes and decide to remove it. Assuming I dont care about settings in my home directory, will the file system be put back to what it was before I installed?

Not exactly, as some newly installed packages "required" by Chromium browser could be referenced as "recommended" by another (previously installed) applications and dependencies. These packages will not be uninstalled by Chromium uninstall process.

OK thanks - is it possible then to get a list of the files that are actually installed by the Software Centre Installer or the package?

You can check file '~/.appsetup2/log/setup-the_application_name.log', search the line:
'The following NEW packages will be installed'
and review packages installed by the installer.
