Set background image from command line

Is it possible to set the background image (wallpaper) from the command line (in a bash script)?

I have figured out how to do this (sort of), I don't actually need to change the wallpaper but I do need to refresh the desktop settings, that is reload the kdesktoprc file, how can I reload this?
