Flatpak support for Q4OS tools

Software center and setup, the native Q4OS tools have gained Flatpak framework support, so they allow seamless handling of Flatpak applications. Updates are already heading to Q4OS repositories. We will continue to enhance general Flatpak support in Q4OS, especially for Desktop profiler.

The basic Q4OS setup keeps system pretty pure and free of Flatpak, however users can add the support anytime later. If you want enable Flatpak applications in the Software center, you need to install "flatpak-extq" package or apply the full desktop profile.
