Tool to check CPU and GPU health?

Does anyone know of such a tool? Does that even exist?

Not sure I know what you mean by health?  There are no tools such as you see with SSDs that predict the health of CPUs and GPUs that Im aware of presently.  There are apps like CPU-X which is the Linux version of CPU-Z which can give you voltages and thermals. Certainly you can protect hardware, particularly if they are being overvolted and not cooled properly.  Using better cooling and undervolting hardware thru the bios can help extend the life of hardware. It depends what hardware you're using and whether it really needs that to be done.

In fact I suspect that a laptop was not cooled properly (disassembled and unplugged the fan to clean dust, reassembled, but realized 1-2 hours later that I forgot to re-plug the fan) and I'd like to test if CPU or GPU might have been damaged.
I remember that I have owed a laptop that could run graphic, tests but no more a clear idea neither of the brand (maybe Dell) nor how to launch the test (perhaps from BIOS).

Both CPUs and GPUs will thermal throttle to prevent damage or shut down completely if necessary. I doubt that single instance caused any damage whatsoever.  Overvolting though can cause issues and I doubt with a laptop that would be an issue versus, high end motherboards for instance.
If the GPU had some issues you'd see it right away and typically memory has the most issues with overheating. All depends on what type of hardware as lower end hardware that isn't real demanding and doesn't use a lot of power wont suffer much at all.

Not sure if it is still a thing, but back in the day when I was tending a few racks full of Dell servers there was a useful bootable diagnostic cd that ran an exhaustive set of tests for everything - that may be what you are recalling.

Many of the OEM system makers like Dell, have as part of their customer support packages on PCs, stress and optimization tests. Anyone can run a stress test on CPUs and GPUs and monitor how they react thermally and performance wise but it really cant tell you what's going on much deeper in that hardware. Intel is going thru some major issues right now with their 13th and 14th gen CPUs, causing actual degradation of the internals of the CPUs. Once a CPU in particular gets to that point it becomes really obvious there is a problem. The problem mentioned above is something that really wont cause anything serious and again any CPU or GPU that reaches its limits will throttle or shutdown. Undervolting is quite the rage right now trying to avoid issues that have been happening with a variety of hardware.
