You are not logged in.
So when trying to connect blueman bluetooth to my phone to transfer pictures, it would try to pair abd my phone would give me a code, but blueman would not give a popup asking for the code/pin/passkey. This was solved by entering this code in the terminal and rebooting:
gsettings set org.blueman.general notification-daemon false
After this it worked. I knew blueman and bluetooth worked because I used it on the old dell d430, but for some reason I was having issues on the chromebook. I also read that it may be related to the theme.
