You didn't mention whether you want a GUI or CLI app nor what Q4OS version are you using: KDE or TDE? In any case, here are a few you might want to take a look at:

3. Temps

5. Gis Weather
This one's an appimage, meaning you don't need to install it; download, make executable and run.
Also, there are quite a few ones already available from Debian's repos:
$ apt-cache search weather | sort | less
ansiweather - Weather in your terminal, with ANSI colors and Unicode symbols
gkrellkam - GKrellM plugin that displays a periodically updating image
gkrellweather - A weather monitor plugin for GKrellM
kweather-trinity - weather display applet for Trinity
weathermap4rrd - script that generates picture network links utilization
weather-util - command-line tool to obtain weather conditions and forecasts
weather-util-data - optional correlation data for weather-util search feature
All of these can be easily installed with
sudo apt-get install weather_pkg_name
As you can see, there are plenty of choices so pick the one that suits your needs/tastes the best!

It depends on what you want. kweather-trinity is a status bar applet that you can confiugure to give you reports of current, very basic, information now.
That's not the same as a forecast service. Given the modest power level you are running on it may be better to use a web service via browser?

kweather-trinity is very easy on resources versus a forecast service and a better choice for a pentium 4 system. Browser based service might also be a tough go with such an old processor. My Pentium D 3.4ghz struggles online.
