Centaurus TDE r5 NVIDIA driver installation missing config util
Centaurus TDE r5 - after installing Nvidia drivers I noticed that nvidia-xconfig was missing from the install
Is this deliberate or just a glitch?

Deliberate, it's not recommended for newer systems. From Debian package description:
This tool is deprecated. The NVIDIA drivers now automatically integrate with the Xorg Xserver configuration. Creating an xorg.conf is no longer needed for normal setups.
