Yes, run Control Panel > Security & Privacy > TDE Wallet > uncheck "Enable TDE Wallet subsystem" checkbox
Failing that, how do I change the password?
Control Panel > Security & Privacy > TDE Wallet > Launch wallet manager > Double click to "kdewallet" > File > Change password

Please post a screenshot of the kdewallet window.
You have probably installed 'kwalletmanager' from KDE plasma suite. We would recommend you to install 'kwalletmanager-trinity' instead. Please try to run in terminal:
$ dpkg -s kwalletmanager
$ dpkg -s kwalletmanager-trinity
and post back terminal output.

This is what I see when opening kmail
Neither kwalletmanager nor kwalletmanager-trinity was installed, but I've now installed the latter and disabled it from Security & Privacy. Problem solved and I no longer get prompted for a password when opening kmail. I guess the kwallet daemon is installed automatically when installing kmail, because I definitely didn't install it manually.

Yes - however you can configure Kmail to store the password in the config file rather than Kwallet and that will get rid of the prompt

I always disable it but have stopped using kmail so no more issues.
