Possible at least with Plasma DE.

System Configuration > Energy > Advanced Config > Configure Notifications

If you go into system settings, then go to power management, then advanced power settings, then other settings, click on configure settings and youll see the settings available for you to setup a pop up warning. The critical power level pop up is on by default in Plasma but there are other settings you can use.

thanks all but sorry I'm forget to mention about in trinity, not plasma. I do remember I can set it in xfce also, but just have not found in trinity yet, or maybe just unavailable?

I dont use TDE but take a look in TDEpowersave you may see some settings.

Confirming that there are indeed a number of settings options in TDEPowersave on Trinity. Right-click on the icon in the taskbar, then click on Notification Settings. By default, you only see the events along with the associated sounds, but you can click on Advanced to see options to add pop-up message windows, execute a program, log to a file, etc. That should get you close to what you're after.

Yes i knew it, I've sett there before and have repeat-recheck it couple times, but still dont get it (That's why i Open this post)
Btw, Do u use TDE and got the notifications message work? If so, can u show specifically how to? Perhap I missed something in settup?
* Edit : Finally got it WORK now! For anyone may need to do :
- (In notificationConf) Do Tick-Checked in Events's list manually to activate-not by default.
- (In TDEpowersaveConf-General sett) Sett the % level and manually CHECK the call command to NONE, or it'll temporary freeze running system then Suspended (e.g choose call suspend) during message notif. pop out.
