In addition, the refresh button was used and I ensure All Files was the option. Read permission is also granted for the files for my user. The dialogue just can't see the files contained in the folder, and thus is unable to open them. Thank you!
PS: this is the i386 version with Trinity desktop.

Well, you have installed kgpg package. How do you attempt to open a file, step by step ?

I am trying to verify the signature of a file. Key Management screen > File > Open Editor > Signature > Verify Signature > Under Places I go to the corresponding folder (Downloads) > Nothing shows (All Files is selected and reload used) even though Konqueror shows the files. I hope this helps!

Yes, we can reproduce the issue, so we will investigate a bit and post back. In anyway we would recommend using kgpg-trinity as you are using Trinity desktop. Run in terminal:
$ sudo apt autoremove kgpg
$ sudo apt install kgpg-trinity
Reboot. Now you will be able to use the Open editor.

We can definitely confirm a bug, however it's not Q4OS, but Trinity specific. We have tested "kgpg" on vanilla Debian with Trinity desktop installation and results are the same. So we conclude upstream Trinity bug, you are welcome to report it for Trinity developers https://trinitydesktop.org/
