When I boot up the PC it asks for my password, but doesn't when running synaptics or installing from the terminal using "sudo". From an earlier topic I tried to adjust the 'timestamp_timeout' option defined in '/etc/sudoers.d/q4_sudo_confd' by changing it to 0, but it doesn't seem to make any difference. Even after reboot it still doesn't ask for a password when using "sudo" in the terminal or using synaptic, so for the moment I've changed it back to 30. Any help with this would be appreciated.

I have mine set to a lower number but still enabled as I think 3-5 minutes is sufficient (for my needs at least) and it does work as it should. You could try adjusting it to a lower value, reboot and test if it works ok that way. If it does then change it to 0, reboot and test again. I have it working ok here, but there could always be another option somewhere (that I'm not aware of) that is overriding this.
If you only logged out and back in again the settings might not take effect, to be sure everything refreshes make sure to reboot.

We are not able to reproduce. Clean Q4OS install, set 'Defaults timestamp_timeout=0' option defined in '/etc/sudoers.d/q4_sudo_confd', launching Synaptic asks for the password each time. Please specify how do you start 'Synaptic'. Also try to run in terminal:
$ sudo synaptic
$ sudo synaptic
and post here a result. It should ask for password both times.

Ok using sudo synaptic prompts for password. Using sudo apt-get install "program" does not.

Yes, terminal command 'apt-get' is excluded from password prompting in Q4OS. Nonetheless the user must be member of the 'sudo' group to perform it. Non 'sudo' users are not allowed to run 'apt-get' at all.
